About the Committee.

 

        The General Assembly (GA) was established in 1945 and has served as the main deliberative, policymaking and representative organ of the UN. Composed of all 193 Members of the UN, it allows nations to have a multilateral discussion on international affairs. It also has the power to make suggestions to the Member States and initiate actions related to economic, political, social and cultural aspects.

 

        To have an efficient discussion on different aspects of international issues, the GA is divided into six main committees. This year in Nan Shan Model United Nations Conference 2019, we will hold the second committee of the GA — the Economic and Financial Committee (ECOFIN).

 

        ECOFIN deals with economic development and other relevant issues, including financing for development, globalization, eradication of poverty, technology for development, realizing decent jobs and sustainable development. It also considers countries in special situations and promotes the Least Developed Countries’ interests. Moreover, it communicates with Executive Secretaries of Regional Commissions as well as the Economic and Social Council to improve the welfare of all.

Re-examining the Connection and Procedures Among In-game Loot Boxes, Gambling, and Multinational Commercial Activities

        Recently, many European countries have started to restrict in-game loot boxes. For example, the Belgium gaming commission announced that “anything that relates spending real money with addiction is gambling”. Belgium has since banned in-game loot boxes for its randomness; moreover, they plan to push the restriction to entire Europe. However, regarding whether in-game loot boxes belongs to gambling and whether it should be banned involved controversy. Excessive gubernatorial or national ban on gambling may ignite debate on human rights invasion. The definition of gambling also remains somewhat ambiguous. Does anything that involves luck mean gambling? In that case, basketball is also gambling. The bigger issue at stake is the pros and cons of tightening restrictions. It is not merely a moral issue. Banning multi-national companies involve several billion dollars of cash flow and may lead to massive resistance from the interconnecting government-business relationship.


        As a delegate, you are now prompted to establish a convention concerning this issue. Loot boxes are just a beginning. Gaming is also only a relay station. The real question is, between national borders, why and how can we control the increasingly edging plight that involves management difficulties?
